<P>In 1982, California became the first state to pass an automobile &#8220;lemon law&#8221; which gave owners of defective cars the opportunity to seek a replacement or a refund for a new car that had a defect that could not be repaired in a reasonable amount of time. This law proved so popular that other states soon followed suit. Less than twenty five years later, all fifty states have some sort of lemon law on their books. California may take the lead again in the protection of auto buyers as the state Assembly recently passed a &#8220;bill of rights&#8221; designed to protect buyers of used cars.</P><P>This bill, which has not been signed into law, would protect buyers of used cars from deceptive lending practices, sales of lemon-law buyback vehicles, and vehicles with frame damage. Buyers would also be allowed three days in which to cancel the deal if they changed their mind after the purchase.</P><P>This bill may or may not become law, but it outlines the need for laws that cover sales of used cars as well as new ones. While all states have a lemon law that covers the sale of defective new vehicles, few states have laws that protect buyers of used ve &#8230;</p>

<P>Before you buy another car you walk around the lot, kick the tires, slam the doors and look at the mileage indicator. That&#8217;s an odometer. I know. That is about all the &#8220;research&#8221; you can do other than what the car salesman tells you and I hope you know better than to believe him.</P><P>The same goes for buying stocks or mutual funds. All the brokerage companies tell you to do your research before you buy. Kick the tires. Slam the doors. Look at the odometer. But how do you do this and can you really get the true story about any equity because you can&#8217;t take it for a test drive and you don&#8217;t want to believe any broker. Wall Street wants you to read the prospectus, study the annual report, find out about management, learn the P/E ratios, see that their sales and earnings are increasing and on and on and on gathering statistics until your head hurts.</P><P>OK, now you have all that information, but what do you have?</P><P>The Annual Report. The title ought to give you a clue. Much of the information in it is already a year old and much older depending upon when you are looking at it.</P><P>The Prospectus. Tires are important. In fact, your choice of tires can affect comfort, handling, safety and more. <BR><BR>There are two kinds of tire construction. The first is the bias-ply and the other is called the radial. Bias-ply construction is generally used by cruisers. On the other hand, radial construction is used by sport bikes. You can easily distinguish one construction from the other for bias-ply has round profile while radial has a flatter and shorter version.<BR><BR>Bias-ply uses a carcass that is made up of overlapping layers of nylon or rayon cords. The flexing action produces heat which contributes to a good grip. The drawback of this construction is that it reduces performance and hastens tire wear because too much heat can be generated. <BR><BR>Radial tire construction acquired its name because its plies are running at a 90-degree angle. As oppose to the bias-ply, this construction reduces heat generation. As a result, tires are cooler and not susceptible to hastened tire wear. The drawback though is that the sidewalls can effortlessly be flexed. Thus, the sidewalls are given a shorter profile. <BR><BR>Tire pressure really matt &#8230;</p>

The suspension system also includes shocks and/or struts, and sway bars. <P>Back in the earliest days of automobile development, when most of the car&#8217;s weight (including the engine) was on the rear axle, steering was a simple matter of turning a tiller that pivoted the entire front axle. When the engine was moved to the front of the car, complex steering systems had to evolve. The modern automobile has come a long way since the days when &#8220;being self-propelled&#8221; was enough to satisfy the car owner.
